Structure oddity (from county records)

The common-area parcel (130-390-09) is still titled to Sierra Bouquet II — the 1990s developer entity (Clark/Zahler, who built several Incline projects as “Sierra Bouquet I–VII”), not the HOA. Its assessor mailing address (880 Northwood #1) is decades-stale (now a gym/PT office). Practical effect for us as renters: none. For an owner it’d be a title curiosity worth understanding.

HOA Rule 4 (Exterior Appearance) requires Board consent before any exterior antenna/satellite dish/etc.; Rule 6 requires prior written Board approval for exterior alterations. A Starlink dish is squarely covered.

BUT the FCC OTARD rule (47 CFR §1.4000) overrides HOA bans on dishes ≤1m (Starlink qualifies) — an HOA can’t prohibit, unreasonably delay, or add cost — when installed in an area under your exclusive use/control (your own deck/balcony/patio per the lease). OTARD does not cover common roof/walls/common areas.
